Rappahannock-Rapidan Community Services Board dba Encompass Community Supports (ECS) is a combined Area Agency on Aging (AAA) and Community Services Board (CSB) for Virginia’s Planning and Service Area (PSA) 9, and a Virginia Housing Authority (VHA).

As a AAA and CSB, the Agency serves a catchment area which includes Culpeper, Fauquier, Madison, Orange, and Rappahannock Counties. As as a VHA it serves this catchment area and much more.

The Agency’s scope of supports and services are in the areas of Older Adults, Case Management, Children’s Behavioral Health, Intellectual and Developmental Disabilities, Youth and Adult Mental Health, Substance Use, Recovery, Prevention, Transportation Services, and related Housing.

Encompass Community Supports (ECS) will conduct a Public Hearing on Tuesday, 23 June 2026 at 1:00 pm. The purpose of the hearing is to receive comments on the proposed AAA – Area Plan for Aging Services and on the services provided under the Agency’s Performance Contract with the Virginia Department of Behavioral Health and Developmental Services (DBHDS) for Fiscal Year 2027.
